Subscribe people to the mailing lists by default

Apparently, the new GNU have to tick the box manually as it is disabled by default. We should fix that.

I've found a small ruby script to sync that for unipoly in morgarten. This approach was probably obsoleted for us, probably as it doesn't allow one to unsubscribe?
